    As part of the Obama Administration's commitment to revitalizing America's manufacturing sector, today the Energy Department launched the Clean Energy Manufacturing Initiative (CEMI), a new Department initiative focused on growing American manufacturing of clean energy products and boosting U.S. competitiveness through major improvements in manufacturing energy productivity. The initiative includes private sector partnerships, new funding from the Department, and enhanced analysis of the clean energy manufacturing supply chain that will guide the Department's future funding decisions.

    The DOE Office of Biological and Environmental Research has release the solicitation - Systems Biology Enabled Research on the Roles of Microbial Communities in Carbon Cycle Processes, attached along with a data sheet on the Program Manager. Applications are solicited for –omics driven basic research on the contribution of prokaryotic and eukaryotic microbes and microbial communities to carbon cycling processes in terrestrial soil and sedimentary ecosystems in the following areas: i.   • DE-FOA-0001459 Pre-Project Planning for Advanced Combustion Pilot Plants

    Projects resulting from this Funding Opportunity Announcement will complete preliminary designs of pilot plants based on advanced combustion systems. Pilot plants will be designed including identification of basic technology elements, integration requirements, identification of a host site, and cost and schedule requirements associated with the construction and operation of the pilots. The pilots will be at least 10 Megawatts electrical in scale or equivalent and contain essential design features to be assessed at the pilot scale prior to subsequent commercial-scale demonstration. Additionally a techno-economic analysis will be conducted at the commercial scale to evaluate the ultimate cost and performance relative to Department of Energy goals.

  • Energy Frontier Research Centers

    The Department of Energy’s (DOE) Office of Basic Energy Sciences (BES) announces its interest in receiving applications for new Energy Frontier Research Centers (EFRCs) in scientific research areas relevant to the Department’s environmental management mission and aligned with the BES core research areas in materials and chemical sciences. More specifically, BES solicits applications in two topical areas: 1) novel and innovative methods for characterization, transformation, and separation of nuclear waste; and 2) new materials for long-term storage of nuclear waste, including waste forms. Research related to contaminant fate and transport in subsurface geological environments is outside the scope of this FOA. The goal of this FOA is to initiate new multi-investigator, multi-disciplinary EFRCs aimed at accelerating scientific breakthroughs in areas that will be likely to have a dramatic impact on the cost and efficacy of future technologies for nuclear waste cleanup and storage.
  • Climate Model Development and Validation

    The Climate Model Development and Validation (CMDV) Activity in the Climate and Environmental Sciences Division (CESD), Office of Biological and Environmental Research (BER) of the Office of Science (SC), U.S. Department of Energy (DOE), is a new effort to improve climate model architecture, software, and computational design to prepare for exascale computing, to develop scale-aware physics for climate systems, and to enhance methods for model validation. This solicitation focuses mainly on the development and validation of scale-aware physics parameterizations for the atmosphere, with the goal of including these in either the current or next generation version of DOE’s Accelerated Climate Model for Energy (ACME). A recent workshop report (http://www.arm.gov/publications/programdocs/acme-arm-asr-draft-report.pdf) describes a new strategy to better align DOE capabilities across scales and disciplines in order to much more rapidly advance ACME development. In line with this strategy, this FOA solicits university and other non-DOE-Laboratory investigators to participate as collaborators in team projects led by DOE National Laboratories that will work in an end-to-end manner between measurements and modeling, and across scales from local and/or regional to global, in order to improve the fidelity of global climate model simulations, with a view to enhanced predictability and address critical climate science challenges. The model representation of clouds and aerosols, and their changes in response to energy and climate drivers, remain the most uncertain elements in model predictions of the climate system. Therefore, improved predictability requires greater understanding and representation of the behaviors of clouds and chemistry within global climate models.

  • Request for Information (RFI) DE-FOA-0001526: Biofuels & Bioproducts Process Pilot Verification Capabilities

    The U.S. Department of Energy (DOE) is seeking input from industry, academia, national laboratories and other biofuels and bioproducts stakeholders to identify existing pilot or process development scale facilities with the capability to perform process verifications for biomass conversion pathways to biofuels, bioproducts or intermediates which integrate multiple unit operations on a scale of approximately 0.5 or greater tons of dry biomass input per day. The mission of DOE’s Bioenergy Technologies Office (BETO) is to develop and transform the country’s biomass resources into commercially-viable high performance biofuels, bioproducts, and biopower through targeted research, development, demonstration and deployment (RD&D) supported through public and private partnerships. In this regard, BETO has a 2017 goal to verify a conversion pathway to a hydrocarbon biofuel modeled at $3/gallon gasoline equivalent (GGE). To facilitate this goal, BETO supports RD&D efforts which advance technologies to produce both drop-in biofuels which can replace gasoline, diesel and jet fuel and biomass-based products/chemicals which can compete with their petroleum-derived counterparts and enable biofuels deployment. In the past, BETO has gathered process performance data used in its design cases and State of Technology evaluations by conducting pilot-scale runs at national laboratory facilities such as the Integrated Biorefinery Facility (IBRF) or the Thermochemical User Facility (TCUF) at the National Renewable Energy Laboratory (NREL). BETO is interested in assessing what other capabilities may exist to perform such process verifications at other domestic locations that have different or additional capabilities than those currently used. In addition, as part of the Omnibus Appropriations Bill of 2016, Congress has directed DOE to “develop a comprehensive list of existing demonstration and pilot-scale multi-user facilities for bio-based products, chemicals, and intermediates…and report to the Committees on Appropriations of both Houses of Congress not later than 90 days after the enactment of this Act.” The purpose of this RFI is to develop a comprehensive list of locations which exist as (or are willing to act as) pilot or process development scale multi-user facilities for biofuels and bio-based products, chemicals, and intermediates, including synthesis gas, cellulosic sugars, bio-oil, hydrogen, biogas and methane. We are exclusively requesting information on capabilities which are on the scale of approximately 0.5 tons of dry biomass input per day or greater. This information will be used to assess existing capabilities which could be leveraged to perform process verifications and determine the gaps of such an inventory. This is solely a request for information and not a Funding Opportunity Announcement (FOA). EERE is not accepting applications. This RFI is not a Funding Opportunity Announcement (FOA); therefore, EERE is not accepting applications at this time. EERE may issue a FOA in the future based on or related to the content and responses to this RFI; however, EERE may also elect not to issue a FOA. There is no guarantee that a FOA will be issued as a result of this RFI. Responding to this RFI does not provide any advantage or disadvantage to potential applicants if EERE chooses to issue a FOA regarding the subject matter. This will be achieved through analytical support to develop and implement strategies to: determine or expand renewable energy and other goals, such as: maximizing emissions reductions; hedging against fuel price volatility; creating jobs; expanding access to electricity; and/or increasing grid resiliency, among others.   • MONITOR Field Test Site Program

    ARPA-E is initiating the MONITOR Field Test Site program which will support the development of a simulated, but realistic natural gas test site for use by MONITOR Awardees. The test site will enable the evaluation of MONITOR methane sensors and detection systems under realistic use-case scenarios. Further, the data generated during the field tests will demonstrate the performance capabilities of the technologies and could be used by the MONITOR Awardees to accelerate the commercialization of their technologies. Under the MONITOR Field Test Site program Awardee(s) will not develop new technologies, but rather will operate a field test site, including any needed design and construction. ARPA-E will determine which MONITOR technologies are tested at the Applicant’s facility. Applicants should not propose specific technology vendors as partners in this program. Awardee will provide independent, unbiased data gathering, analysis and test services in this program. Awardee must also commit to, and the award will require, maintaining strict confidentiality regarding the technical details of the systems being tested and the results that are generated. Test data to be generated about individual MONITOR systems will only be provided to the specific MONITOR Awardee whose system is being tested and to ARPA-E. Awardee will not obtain rights or other intellectual property rights in testing results.
  • DE-FOA-0001447 ADVANCED SYSTEMS LEVEL TECHNOLOGY DEVELOPMENT, INTEGRATION AND DEMONSTRATION FOR EFFICIENT CLASS 8 TRUCKS, SUPERTRUCK II

    The Office of Energy Efficiency and Renewable Energy is issuing, on behalf of the Vehicle Technologies Office, this FOA entitled Advanced Systems Level Technology Development, Integration and Demonstration for Efficient Class 8 Trucks, SuperTruck II The SuperTruck initiative seeks to reduce transportation fuel consumption by improving on-road truck fuel economy. SuperTruck I focused exclusively on long-haul Class 8 trucks and achieved freight efficiency improvements in excess of the 50 percent goal, on a ton-mile-per gallon basis, with many of the technologies ready for commercialization or nearing commercial readiness. SuperTruck I also identified additional opportunities for commercial truck efficiency improvements. For this reason, SuperTruck II includes more aggressive overall freight efficiency and engine brake thermal efficiency goals – specifically, a greater than 100 percent freight efficiency goal and greater than or equal to 55 percent engine brake thermal efficiency goal.     The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Bioenergy Technologies Office, a Funding Opportunity Announcement (FOA) entitled “Project Definition for Pilot and Demonstration Scale Manufacturing of Biofuels, Bioproducts, and Biopower (PD2B3)”. This FOA supports technology development plans for the manufacture of drop-in hydrocarbon biofuels, bioproducts, or intermediates in a pilot- or demonstration-scale integrated biorefinery. Scale-up and validation of these process technologies is essential to enable the industry to build future pioneer- and commercial-scale manufacturing facilities. Plans for facilities that use cellulosic biomass, algal biomass, or biosolids feedstocks will be considered under this funding opportunity. Under this FOA, applicants must address one comprehensive topic area with three main priority areas. These priority areas are: 1. Pilot scale production of biofuels from high impact cellulosic, algal, or biogas feedstocks. 2. Demonstration scale production of biofuels from high impact cellulosic, algal, or biogas algal feedstocks. 3. Production of biopower, or biofuels from biosolids and other waste streams. EERE envisions awarding multiple financial assistance awards in the form of cooperative agreements. The estimated period of performance for the design phase of each award will be approximately 1-2 years. Selected projects will participate in a down-select review at the end of the design phase and may be allowed to continue to a second construction and operations phase. This notice of intent (NOI) is issued so that interested parties are aware of the EERE’s intention to issue this FOA in the near term.   • Methane Emissions Mitigation and Quantification from Natural Gas Infrastructure

    Amendment 000002 to DE-FOA-0001538 - This Amendment is to embed and attach a revised, fillable 123.1 Budget Justification Form (as per Section IV. Applications and Submission Information, part C. Content and Application Forms of the FOA) in order to supersede an unnavigable/corrupt Form previously utilized.Methane (CH4) is recognized as an efficient greenhouse gas that contributes to global climate change. In the United States, the rapid growth of domestic natural gas resources, coupled with the operational challenges of legacy interstate high pressure pipelines and an aging gas utility delivery system increase the likelihood of methane leakage (emissions) to the atmosphere. Natural gas distribution systems represent approximately 20 percent of all methane leaks from gas systems. Emissions from local gas distribution systems come largely from two sources—leak prone pipelines and meters and regulators at city-gates. The Transmission and Storage Segment systems emits approximately 35 percent of total natural gas system methane emissions. The largest methane sources of emissions from the transmission and storage were reciprocating and centrifugal compressors, pneumatic controllers, blowdowns, and equipment leaks. A public research effort is needed to find more effective and cost efficient ways to mitigate methane emissions and better quantify the sources, volumes and rates of methane emissions across the natural gas infrastructure. The objective of the mitigation-focused research portion of the Program is the development for a suite of natural gas leak mitigation technologies that will enable companies to effectively mitigate leaks. The objective of the methane emission quantification-focused portion of the Program is to better quantify methane emissions from the natural gas value chain.

EERE’s Advanced Manufacturing Office (AMO) plays a key role in executing the mission for CEMI by supporting research and development projects, shared research facilities and technical consortia, and technical assistance programs. Existing energy technologies generally progress on established “learning curves” where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive down the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. By contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly lower than that of the incumbent technology. Because CNLFs can be stored for extended periods of time and then transported to consumers using existing and inexpensive technology for liquid fuel delivery and distribution, they offer a unique opportunity to reduce both the need for energy imports and carbon emissions from the transportation sector. In meeting that need, they also have the potential to enable increased penetration of intermittent renewable energy sources. The success of this program depends on developing technologies in two categories: (1) the synthesis of CNLFs using intermittent renewable energy sources and water and air (N2 and CO2) as the only chemical input streams and (2) the conversion of CNLFs delivered to the end point to another form of energy (e.g. hydrogen or electricity).
