Captain Garcia Adds Ret. to His Title with a Bang

Garcia, a specialist in cryptology, has served as a Naval reserve officer during the more than two years he has been associated with ISI.

Capt. (Ret) Vicente Garcia Jr.

ISI project director Vicente Garcia Jr. joined the navy in 1978 fresh out of New Mexico State University. In a solemn 2008 ceremony keynoted by two flag-rank officers he retired from it.

Garcia, a specialist in cryptology, has served as a Naval reserve officer during the more than two years he has been associated with ISI.Rear Admirals Rand H. Fisher and James B. Plehal attended the celebratory ceremony marking Garcia’s official retirement, and spoke about his contributions.

The ceremony also included the presentation of a meritorious service medal by Rear Admiral Thomas F. Kendrick on behalf of the President

The text of the commendation saluted Garcia’s “superior performance of assigned and accepted duties highlights the culmination of 30 years of honorable and dedicated service. Captain Garcia’s inspirational leadership, outstanding professionalism and total dedication to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.”

An accompanying citation from Rear Admiral E. H. Deets, III, the commander of the Naval Network Warfare Command notes “sustained outstanding performance of duty … between July 1978 and August 2008” on assignments in six states and the United Kingdom.

“He has been a trailblazer in establishing partnerships with academia and industry. He developed, coordinated and led the instruction of a significant number of courses … courses [that] have been uniformly commended by the commands he visited….

“Captain Garcia demonstrated superior technical expertise and a sincere concern for his shipmates thorughout his career. His outstanding performance, superb leadership abilities and total dedication to duty reflected great credit upon himself and the United States Navy.”

Garcia’s other decorations include the Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal with three gold stars, the Joint Service Achievement Medal, the Joint Meritorious Unite Award with 1 Oak Leaf Cluster. He also holds the Navy Rifle and Pistol Marksmanship medals.
